The successful implementation of Program BG11 “Building of capacity and institutional cooperation”, financed through the Norwegian Financial Mechanism was marked today at a concluding event at the “Granitna” Hall at the Council of Ministers.
“With a budget of 2.3 million euro we supported capacity building and human resources development in the Bulgarian public institutions, local and regional authorities. What is more, we created the basis for partnership and exchange of good practices amongst all participants,” noted the Deputy Prime Minister for European Funds Malina Krumova.
In addition to the team that managed the program – Directorate “Good Management” at the Council of Ministers with Director Irena Parvanova, Ms Krumova thanked the Norwegian partners from the Association for Local and Regional Authorities and the Barents Secretariat for the support. “I am convinced that the partnership forged between the Bulgarian and Norwegian organizations will have an impact and be upgraded,” she said.
Within the framework of the program two big projects have been realized – for increasing the capacity of the National Association of the Municipalities in the Republic of Bulgaria and for developing a regional database for trans-border cooperation. Exchange of experience has been carried out on topics important for the municipalities, such as dialogue with the central authorities, coordination of the provided services, and sustainable and transparent financial management. As part of the project for the regional database partnerships with neighboring countries have been established for exchange of statistical information, which allows for analysis of data about the region.
Within the first project – “Increasing the Capacity of the National Associations of the Municipalities in the Republic of Bulgaria and the Bulgarian Municipalities through Cooperation with Norwegian Local and Regional Authorities”, the National Association of the Municipalities by means of cooperation and transfer of knowledge with the Norwegian Association of Local and Regional Authorities achieved improvement of its institutional capacity and the human resources development of Bulgarian local authorities and the Bulgarian National Association of the Municipalities.
The second project – “Bulgarian Trans-border dialogues. Developing a regional database for trans-border cooperation”, was implemented by Directorate General “Management of Territorial Cooperation”. In cooperation with the National Statistical Institute on the Bulgarian side and the Norwegian Barents Secretariat on the Norwegian side, the online platform “Patchwork Balkan” was developed which is entirely for free and accessible online at www.patchworkbalkan.org.
The event was attended by representatives of the beneficiaries – Emil Slavov, Deputy Executive Director of the National Association of the Municipalities in the Republic of Bulgaria and Milena Kovchazova, representative of Directorate General “Management of Territorial Cooperation” at the Ministry for Regional Development, representatives of the National Coordinating Unit, observers from Directorate “National Fund” at the Ministry of Finance, partners, and guests.
